Jinbao Street Chamber of Commerce Hand in Hand with Chinese Red Cross Foundation Jointly Launched the First Demonstration of “Secure Blocks” Project

On September 9, Jinbao Street Chamber of Commerce and Chinese Red Cross Foundation (CRCF) signed a memorandum of cooperation on the public welfare project of jointly building “Secure Blocks” in Jinbao Street, Dongcheng District, Beijing. The event symbolized the kick-off of the national first demonstration of the “Secure Blocks” Public Welfare Project in the block.

At the site of the event, Vice President Wong Lim and secretary general Bei Xiaochao signed the memorandum of cooperation and all the attendees witnessed and launched the “Secure Blocks” Public Welfare Project in Jinbao Street. The signing of the memorandum of cooperation aimed to enhance the service ability of first-aid in the community of Jinbao Street by mobilizing the caring enterprises to donate funds to purchase AIO first-aid kits equipped with AED and other emergency rescue equipment, popularize first-aid skills and provide training of the skills.

After the advocacy of “Secure Blocks” Public Welfare was issued, FuWah International Group, CZB Beijing Branch, Legendale Hotel Beijing, Regent Beijing, Park Plaza Beijing Wangfujing, Jinbao Place and many other member units of the chamber and enterprises in Jinbao Street block made active responses, deployed the AIO first-aid kits in every single building in Jinbao Street, which were open to the public during working time, providing life, health and safety protections to the people who tour, run business, and go shopping and schooling in the block.

Vice President Wong Lim expressed in her speech that as an association of the enterprises in Jinbao Street, one of the work priorities of Jinbao Street Chamber of Commerce was to propel and serve the business development of member enterprises and promote the common progress of the block. “To popularize AED, the life-saving machine, and train the mass is the best way to ensure social emergency rescue while Jinbao Street has the right conditions and atmosphere for the popularization of the device,” said Wong. “The chamber has the obligation to call on all enterprises in the block to undertake social responsibility, to set up the benchmark of the national first ‘secure block’, and to provide life, health and safety guarantee for all people in the block,” she said.

Bei Xiaochao, vice president and secretary general of CRCF, deeply respected the efficiency and social responsibility of the chamber and its members for the landing of “Secure Blocks” Public Welfare Project in Jinbao Street in less than three months. He said that CRCF was willing to work with Jinbao Street Chamber of Commerce to call for the attention and participation of all walks of life in promoting the construction and development of the social emergency rescue system.

The leaders of the member enterprises of Jinbao Street Chamber of Commerce---Yuan Mengyuan, board director of CITICPE, Xu Jinzhi, GM of Legendale Hotel Beijing, and Zhang Shiming, deputy director of the General Office of CZB Beijing Branch, mentioned in their testimonials that as members of Jinbao Street, they were extremely honored to participate the construction of a healthy and progressive neighborhood ecosystem through the public welfare project and they hoped that the follow-up work of “Secure Blocks” would be firmly implemented.

At the launching ceremony, Lawyer Li Yunbo, the associate of JunZeJun Law Offices, specially unscrambled the so-called “good person clause”---Article 184 of the Civil Code on the exemption of liability of bona fide rescuers. Jinbao Street Chamber of Commerce and JunZeJun Law Offices officially confirmed that JunZeJun Law Offices would serve as the legal adviser on the “Secure Blocks” Public Welfare Project, providing free legal consulting services for the chamber and its member enterprises and effectively escorting the implementation of “Secure Blocks”.

Qi Guoliang, deputy secretary of the Working Committee and director of the Office of Jianguomen Sub-district, made a special speech at the ceremony. “I am deeply touched after hearing what the chamber and the business representatives have said and it is of great significance that Jinbao Street is assigned to be the national first demonstration of the ‘Secure Blocks’ Public Welfare Project”, he expressed. “First of all, the launch of ‘Secure Blocks’ is the effective implementation of the strategy of the CPC Central Committee in building a great modernized country by powerfully boosting governance from the primary level with support in three ways ---social cooperation, public engagement and assistance of science and technology; at the same time, the construction of ‘Secure Blocks’ is highly consistent with the national deployment of the third type space in cities in the post-epidemic era; only by constructing a healthy and secured urban development space, can we better boost future economic development,” said Qi.

At the end of the ceremony, President Chiu Yung delivered a summary speech on the launch of the “Secure Blocks” Public Welfare Project and the development of Jinbao Street. He stated that while setting up the national first demonstration of “Secure Blocks”, Jinbao Street Chamber of Commerce will, as expected, continue to promote the upgrade and construction of the block and serve better the enterprises in their business development in the block.

On the occasion of the “World First-Aid Day”, the launch of the “Secure Blocks” Public Welfare under the joint effort of Jinbao Street Chamber of Commerce and CRCF is not only of great importance in improving public service, the public awareness of emergency rescue and urban emergency response system. It is furthermore the response to the call and the implementation of the deployment of the CPC Central Committee and the State Council, the practice of supporting and boosting “the Movement of Building Healthy China”; it has further enhanced the consensus of the government, charity institutes, commercial chambers and enterprises on public welfare by cooperation and solidarity, and braced efforts together to forge ahead and carry forward the national benchmark of the “Secure Blocks”.
